How can you control the size on an animated icon? I tried speeding it up and that didn't change it... is it too long? I don't get it, if someone could help me, it would be much appriciated. Thank you.

you have to delete some frames. If you have a part of the icon that doesn't move [like a background] you should cut away that part from the top layers and leave it on on the bottom layer and that'll also make the size smaller.

if you bring down the colour bit, and optimize it, it will also bring down the size

if you use photoshop and imageready, there's a thing in imageready that you can force it to save at 39k, and it will automatically bring down those levels to what you need it to be at, and then you can see how low the quality is, and decide if you want to delete frames, to bring the quality back up
